WhatsApp Business AI: A Practical Guide to Meta Business Agent vs Providers

By Darrel, co-founder of Kai Dojo · Published 5 October 2026 · Facts checked 5 October 2026

WhatsApp business AI now comes from two places. Meta has its own, Meta Business Agent, which you switch on inside the free WhatsApp Business app. Providers such as SleekFlow, Wati, respond.io and Kai Dojo sell AI that runs on Meta's WhatsApp Business Platform instead. This guide compares the two: what each costs in Singapore, what you can see and change, what happens when the AI does not know an answer, and which suits which business.

The running example is the same illustrative martial arts gym near Outram Park from our guide to WhatsApp chatbots. It has used the WhatsApp Business app for years, on the number printed on its signage, and most of its enquiries arrive after the front desk closes. Two messages follow us through every section: a beginner asking whether Muay Thai is all right for someone unfit, and someone asking whether they can train with a knee injury.

We build Kai Dojo, a WhatsApp assistant for gyms, so we have a stake in this comparison. Meta's agent is the better choice for plenty of businesses, and the section on when it wins says which. Kai itself is covered near the end.

What is WhatsApp Business AI?

WhatsApp Business AI is software that reads the messages sent to a business's WhatsApp number and replies for the business. Meta Business Agent is Meta's version and runs inside the WhatsApp Business app. The alternative is an AI agent from a provider, which runs on the WhatsApp Business Platform, the version most people call the WhatsApp Business API.

Meta AI in WhatsApp is a different product. That is the assistant anyone can chat with in their personal WhatsApp, and it answers you. Meta Business Agent answers your customers, in your business's name.

This article assumes the basics: how a rule-based bot differs from an AI assistant, and how WhatsApp's 24-hour customer service window works. Both are in our WhatsApp chatbot guide.

What is Meta Business Agent, and what can it do?

Meta Business Agent is Meta's AI agent for businesses on WhatsApp, Messenger and Instagram. Meta announced it for businesses worldwide on 3 June 2026 and describes it as "an AI agent that can represent your business in chats with customers". It answers questions about your business, recommends products, shares prices and, according to Meta's launch post, "books appointments and qualifies incoming leads".

What does Meta Business Agent learn from?

Meta says it learns from "your Facebook Page posts and past WhatsApp chats", plus what you add, such as "your website, product details, and price lists" (Meta Business Agent on WhatsApp). WhatsApp's Help Centre says you can also teach it with documents, images and example responses, and that when you reply to a customer yourself it "may save messages that contain new information about your business" (How to teach Meta Business Agent).

For our gym, the owner has already answered the beginner question hundreds of times in the app, so Meta's agent starts with that history to learn from. A provider that puts the gym on a new number starts without it.

What controls does Meta Business Agent give you?

You choose who it replies to, which topics it hands to you, and how it answers, by correcting its replies. Everything below comes from Meta's own pages except the Suggestions mode, which we found reported but not documented.

Control What Meta says Source
Who it replies to "All new 1-1 chats", "1-1 chats except with contacts", "1-1 chats from ads", or "Paused for new chats but learning" Help Centre: set up
Topics it hands to you "You can instruct your AI to always transfer complex or sensitive conversation topics to you" Product page
Correcting it "If you don't like an answer, rewrite it to instantly update its future responses" Product page
Testing A test mode, and you "can edit and rewrite responses" in test mode or live Meta resource page
Drafts you send yourself A "Suggestions" mode between fully manual and automatic, switched from the chat bar WABetaInfo, 5 June 2026. Not on the Meta help pages we read
Language and tone Replies "in your customers' local languages using your tone", though the language "is determined by your business's phone number" and "not all languages are supported" Meta newsroom; Help Centre: set up
Switching it off Pause it for new chats, stop it in one chat, or delete it Help Centre: pause or delete

Setup happens in the app's Tools tab and takes minutes. You do not need the WhatsApp Business API.

Is Meta Business Agent available in Singapore?

It depends on your account. The Help Centre says the feature "is currently only available in limited countries to select businesses", and that joining the waitlist "doesn't guarantee access". The quickest test is to open the Tools tab in your own WhatsApp Business app and look.

How much does Meta Business Agent cost in Singapore?

Starting is free. Heavier use comes through Meta One, a paid subscription whose Singapore business plans start at S$17.99 a month. Meta's launch post says "Getting started with the Business Agent is free" (WhatsApp Business blog, 3 June 2026). WhatsApp's Help Centre adds that "if you reach your free limit on the WhatsApp Business app, you can subscribe to a Meta One plan to get more access", and warns that subscribing "doesn't guarantee access to it" (About using Meta Business Agent with Meta One).

In Singapore, Meta One business plans run from S$17.99 a month (Essential) to S$469 (Max). Essential includes "more Meta Business Agent responses through WhatsApp Business", and the higher tiers raise the allowance (TNGlobal, 16 September 2026, reporting Meta's announcement). Meta One is itself still in limited testing.

Large businesses are a separate case. TechCrunch reported that big companies will "pay for the agent based on how many tokens they use", and Meta is building a Business Agent Platform that connects the agent to systems such as Shopify and Zendesk (TechCrunch, 3 June 2026). Meta's Singapore rate card, effective 1 October 2026, lists that version at US$2.00 per million tokens, the small chunks of text AI models are billed by (WhatsApp pricing, checked 5 October 2026). A small gym is unlikely to meet that version.

Meta's per-message charges belong to the WhatsApp Business Platform, which is what providers run on. Our chatbot guide explains what Meta charges on the Platform.

What is a WhatsApp Business Solution Provider?

A WhatsApp Business Solution Provider is Meta's name for a company that connects businesses to the WhatsApp Business Platform. When people search for a "WhatsApp Business API provider", they usually mean the same thing. SleekFlow, Wati and respond.io sell software that runs on the Platform, and each now includes or sells an AI agent. Some companies are Meta partners in their own right, and some build on top of one, so ask which applies.

What these platforms have in common is that you do the configuring. You connect your number, write or generate the AI's instructions, upload your information, test it and keep it current. Here is what each publishes, as checked on 5 October 2026.

Sources for the second and third rows: SleekFlow Help, Wati Help Centre, respond.io Help Center. Wati's Astra page showed dollar prices without a currency code when we checked, and Wati's own plan prices differed between fetches on the same day, so check its pages yourself. respond.io lists its prices in US dollars. Prices change often.

If you are looking for a SleekFlow alternative or a Wati alternative, it helps to decide first whether you want a platform you configure yourself or a service that is set up for you. The next table puts those side by side with Meta's agent.

Meta Business Agent vs WhatsApp AI providers: how do they compare?

Meta's agent runs in the app you may already use, on your existing number and chat history, and costs little or nothing to start. A provider moves you onto the WhatsApp Business Platform, which means more setup and a monthly fee. In return you get more say over what the AI is told, how it hands over, which companies process the messages, and what else the number can do.

For our gym, the first row settles a lot. Years of chats with members live in the app on the signage number. Meta's agent keeps all of that. A provider without coexistence means either a new number or losing the history.

Can you see the instructions a WhatsApp AI agent follows?

With most providers you can, because you write them. With Meta Business Agent, Meta's documentation does not offer a way to. Every AI agent follows instructions that sit alongside your business information: how to sound, what never to say, when to hand over. When your information runs out, those instructions decide what it says next.

What Meta's documentation offers

Meta's product page and Help Centre describe four ways to shape the agent: teach it with business information and documents, add example responses, rewrite answers you do not like, and name topics it should hand to you. None of the Meta pages we read on 5 October 2026 describes a way to see the full set of instructions the agent follows, or which of Meta's own rules sit above yours. You adjust it through its answers, and check the result by testing.

That works well for facts. It is harder for rules. Say our gym's owner wants two:

  1. Injury questions go to a coach. Meta's agent supports this directly as a hand-off topic.
  2. Never describe a membership as "cheap". In Meta's agent, the owner can rewrite an answer that used the word, or add an example response without it. What the owner cannot do, from anything Meta documents, is open the instructions and confirm the rule now applies to every reply rather than to that one answer. The only check is to keep testing.

What providers offer

SleekFlow, respond.io and Wati all let you edit instructions in writing, as the table above shows. You can read exactly what the AI is told, and change it in one place. The other side of that control is that the wording is now your job. A vague instruction becomes your bug, and you find it when a customer does.

A done-for-you service should give you both: someone else writes and maintains the instructions, and you can still read them and ask for changes. Kai shows each gym the parts of its instructions the gym controls, and checks banned words before any reply is sent. The details are below.

What happens when WhatsApp AI does not know the answer, or a person steps in?

A good one hands the conversation to a person instead of guessing, stops when a person replies, and lets the customer ask for a human. Meta's own Help Centre says "AI-generated messages may not be accurate or appropriate", which is true of every provider too. The options differ in what they do next, so test each of these four situations in any demo.

When the question is outside what it knows

The knee-injury message is the test. Nothing in the gym's information can answer "can I still train with a bad knee?" safely, and a confident wrong answer about an injury, in the gym's name, is the worst reply it could send.

When you reply yourself

Meta's Help Centre says: "If at any point you choose to respond to your customers' messages manually, the AI will stop generating responses" (About using Meta Business Agent). Meta's set-up guide adds that if you switch the agent on in a chat where you are already talking to the customer, it "will not respond to that customer's messages unless the chat has been inactive for seven days" (How to set up Meta Business Agent). Ask any provider the same questions: does the AI stop the moment a person replies, and can it come back on its own?

In Kai, handover runs one way. Once a coach sends a message, the Assistant is out of that conversation for good.

When the customer wants a person

Meta says customers can "ask to stop receiving AI-generated messages", and it will try to connect them with the business (About chatting with businesses that use AI from Meta). In Kai, anyone who sends STOP, or a similar phrase, gets no more automated replies on that conversation, and a person at the gym can still reply. Check how each provider records an opt-out.

When you need everything off

In Meta's agent you can pause replies to new chats, stop it in a single chat, or delete it (Help Centre). Kai has a master switch that stops every automated reply on the number at once. Any provider should be able to show you both levels, one chat and the whole number.

Does Meta use WhatsApp Business AI chats to train its AI?

Meta says it collects the messages in chats where Meta Business Agent is switched on "to improve AI at Meta", and it tells your customers so. The Help Centre says: "Messages sent or received in chats that have connected Meta Business Agent will still be collected by Meta to improve AI at Meta" (About using Meta Business Agent). Customers see a notice in the chat that reads: "AI from Meta receives chats to improve AI quality and generate messages for this business". Deleting the agent means "you will no longer be sharing your messages with Meta".

For a Singapore business, that sits next to the PDPA. Your business stays responsible for the personal data its customers give it, and the PDPA expects you to tell people what their data is used for. A gym whose customers mention injuries, ages or medical conditions should decide whether it is comfortable with those messages being used to improve Meta's AI, and make sure its own privacy notice covers it. This is a practical point, not legal advice. Our chatbot guide sets out the PDPA obligations a WhatsApp assistant touches.

Providers carry the same question in a different form. Their AI models come from companies such as OpenAI, Anthropic or Google, usually outside Singapore. Ask every provider to name each company that sees your customers' messages, where it is, and whether it trains on them, and get the answer in writing.

Questions to ask any WhatsApp AI provider

Ask these of every option, Meta's agent and Kai included, and ask to be shown the answer in a demo rather than told it.

  1. Can I see and edit the instructions it follows? All of them, or only some? Who else can change them?
  2. Can I test a change before customers see it? In the same WhatsApp window a customer uses, or only in a preview?
  3. What does it do when it does not know? Send it the knee-injury question and watch.
  4. Where do its answers come from, and can I correct them? Can I see what it has learned from my chats?
  5. What happens when I or my staff reply? Does it stop? Can it come back on its own?
  6. Can it be told never to use a word, and is that checked before sending? An instruction the AI usually follows is different from a check it cannot skip.
  7. How does a customer ask for a person or opt out? Is the opt-out recorded?
  8. How do I switch it off? For one chat, and for the whole number at once.
  9. What happens to my current number and chat history? Standard move, coexistence, or a new number?
  10. Which companies see my customers' messages, where are they, and do they train on them?
  11. Who sets it up and who keeps it current? Me, in a builder, or you? How quickly does a price change go live?
  12. What is the full monthly cost? Subscription, AI add-ons or credits, setup fee, Meta's message charges, contract length.

Do you actually need a WhatsApp AI provider?

Many small businesses do not, now that Meta's agent exists. If it is available on your account, try it first. A provider starts to earn its fee when you need control Meta does not document, or edges you have tested and trust.

When is Meta Business Agent the better choice?

When does a provider make more sense?

Who should buy neither?

If someone at the business reliably replies within minutes, evenings included, you probably need neither. The same goes for a business with a handful of enquiries a week, or one that has not written its prices, hours and policies down anywhere. Any AI, Meta's or a provider's, can only answer from information that exists.

For our illustrative gym, the choice turns on two things: how much the app's chat history matters, and whether the owner wants injury questions and pricing rules under firm control. If the history matters most and the questions are simple, Meta's agent. If control matters most, a provider.

Where Kai fits

Kai Dojo is a done-for-you WhatsApp assistant for gyms in Singapore, mainly fitness studios and martial arts gyms. The Assistant answers enquiries outside staffed hours and while coaches are teaching, and works towards a booked trial class. We build it from your website and tune it with you as enquiries come in. You do not configure flows.

What you can see and change:

A small set of fixed rules sits outside your control. The Assistant never invents a price, availability, policy or result. It never claims to be a person. It never assesses a specific person's health or injury, and hands over instead. So the knee-injury message goes Held, for a coach.

Kai runs on the WhatsApp Business Platform. Each gym owns its WhatsApp Business account and pays Meta's message charges directly. Meta does not charge for the first 1,000 replies each month to people who messaged first. Our Privacy Policy names every company that sees your contacts' messages, including Anthropic, which generates replies on terms under which the messages are not used to train its models.

Kai sets you up on a new number, because moving an existing app number the standard way deletes its chat history, and coexistence is not available to Kai yet. If your app history matters more to you than control, Meta's agent is the better fit today.

Kai costs S$200 a month, or S$150 a month on a 12-month subscription. That is our fee. Meta bills its WhatsApp message charges to your own account, separately.

What Kai does not do:

The full details are on how Kai works for gyms. The quickest way to judge it is to message the demo gym and send it the knee-injury question yourself.

WhatsApp Business AI FAQ

Is Meta Business Agent free?

Getting started is free, according to Meta. Once a business reaches its free limit in the WhatsApp Business app, more responses come through a paid Meta One plan. In Singapore, Meta One business plans start at S$17.99 a month, and the Essential plan includes more Meta Business Agent responses. Meta One is still in limited testing, and subscribing does not guarantee access to the agent.

Does Meta Business Agent need the WhatsApp Business API?

No. Small businesses set it up inside the free WhatsApp Business app, from the Tools tab, on their existing number. Meta is also bringing it to the WhatsApp Business Platform for larger businesses, which are reported to pay by token usage. Third-party providers such as SleekFlow, Wati and respond.io run their AI on the WhatsApp Business Platform instead.

What is the difference between Meta AI and Meta Business Agent?

Meta AI is the assistant anyone can chat with in their personal WhatsApp, Instagram or Messenger. Meta Business Agent is a separate product that a business switches on to answer its own customers, in the business's name, using what it has learned about that business.

Can you see the instructions Meta Business Agent follows?

Meta's product and help pages do not describe a way to. A business can teach the agent with information and example responses, rewrite answers it does not like, choose who it replies to and name topics to hand over. Providers such as SleekFlow and respond.io let you write and edit the AI's instructions directly.

Does Meta use WhatsApp chats with Meta Business Agent to improve its AI?

Yes. WhatsApp's Help Centre says messages in chats where Meta Business Agent is connected are collected by Meta to improve AI at Meta, and customers see a notice in the chat saying so. Deleting the agent stops the business sharing those messages with Meta.

What is a WhatsApp Business Solution Provider?

It is Meta's name for a company that connects businesses to the WhatsApp Business Platform, often called the WhatsApp Business API. Businesses use one to run AI agents, team inboxes and integrations on their WhatsApp number. Before choosing one, ask who writes and maintains the AI's instructions, what it does when it does not know, and what the full monthly cost is, including Meta's message charges.
